A Change of Heart; After 16 Years as a County Commissioner, Tim Hagen is Leaving Politics To Spend More Time with His Daughters by James F. Sweeney in The Cleveland Plain Dealer . December 20, 1998.

Hagan career has been mediocre. He was defeated in his bid for Cleveland mayor in 1989; and in a bid for Congress in 1992. Ask him what he is proudest of having accomplished as a commissioner, and he'll tell you that it's been what he's done to help people. It's our responsibility to do what we can to make sure our society is more civilized and gentle, said Hagen. I'm basically an unreconstructed FDR New Dealer, said Hagen. It's not all the government you want; it's all the government you need.

Hagen, the second oldest of 14 children, was born to Robert and Ada Hagan in Youngstown, Ohio in 1946. His father is a former ironworker, Trumbull County commissioner and, from 1986-90, was the most liberal member of the Ohio Legislature.

One of Hagan's siblings is a state senator, five are teachers, and one is a Plain Dealer journalist. Several have been presidents of their local unions.

After graduating from Ursuline High School in Youngstown, Hagan attended Youngstown State College for two years before he was drafted into the U.S. Army. He served in Germany during the Vietnam War. In 1968, he returned to Youngstown and worked as a baker and steelworker before moving to Cleveland in 1970 to earn a degree in urban studies from Cleveland State University in 1975. In 1978, he became chairman of the Cuyahoga County Democratic Party. In 1980, Hagan ran for a county commissioner seat and lost. The next year, he ran again and won.
